The Supported Learning Independence Programme is a structured yet flexible learning framework designed for use within supported accommodation settings. It supports young people aged 16+ to develop the practical life skills, knowledge and confidence needed to progress towards independence.
The programme is delivered through themed modules that combine engaging Young Person learning materials with dedicated Support Worker guidance. This approach ensures learning is consistent, person centred and tailored to individual needs, while enabling support workers to guide discussions, reinforce key learning and evidence progress through recorded outcomes

Built from Real Experience

Across years of direct work with young people in residential care and supported accommodation, one consistent issue became clear: while independence resources were widely available, very few genuinely worked in practice. Materials were often overly academic, too rigid or disconnected from the relational realities of supporting young people with complex needs. Staff were left adapting generic content without clear structure or measurable progression.

The Supported Learning Independence Programme was developed to solve that problem. It provides a practical, adaptable system that supports meaningful sessions while allowing organisations to demonstrate structured, purposeful work.

This library is reviewed regularly to update existing booklets and add new modules. Providers always have access to the most recent version via the portal.

Dual-Layer Design: Young Person & Staff Modules

Each module has dual-layer approach that ensures independence work can be delivered in different formats (discussion-based, practical, paced or experiential) without losing structure.

A Young Person Booklet

Designed for engagement, reflection and practical application. Sessions are structured but adaptable, encouraging discussion between young people and staff, and real-world learning rather than passive completion.

A Corresponding Staff Module

Providing guidance on delivery, adaptation and progression. Staff are supported to tailor sessions to individual needs, preferences and learning styles while maintaining consistency across the service.

What the Programme Delivers

Structured Learning & Independence Resources: A comprehensive suite of modules focused on life skills, personal development and preparation for adulthood.

Registration, Validation & Audit Trail: Through the provider portal, organisations register young people, submit completed work for validation and maintain a clear record of participation and achievement.

Recognition & Certification: Certificates recognise progress, support care and pathway planning and provide tangible evidence for inspection and review

Programme Leads: Each organisation may nominate up to two Programme Leads to oversee delivery and maintain standards internally.

Each subscribing organisation must nominate a Programme Lead responsible for overseeing the delivery of the Supported Learning Independence Programme within their service. The Programme Lead will attend an onboarding session to ensure they understand the structure, expectations and validation process of the programme. Once onboarded, the Programme Lead will be authorised to review and validate completed booklets internally before they are submitted through for certification. To maintain the integrity and consistency of the programme, Social Care Skills will continue to conduct quality assurance checks on submitted work to ensure standards are upheld and the framework is being delivered as intended.
