Overview

Understanding the Supported Accommodation Regulations is essential for providers and professionals working with 16- and 17-year-olds, but knowing the regulations alone is not enough. Services also need to understand what those requirements mean in everyday practice, how compliance can be evidenced and how Ofsted evaluates the quality of support provided to young people. This course brings together the regulatory requirements for supported accommodation with preparation for Ofsted inspection.

Participants will explore the key requirements applying to supported accommodation, the Quality Standards and the responsibilities of providers and managers, while considering how these expectations translate into day-to-day practice, records, management oversight and evidence of outcomes.

The course then connects these requirements directly to inspection readiness, helping participants understand how Ofsted gathers and evaluates evidence and how services can demonstrate that regulatory requirements are embedded in practice rather than simply reflected in policies and procedures.

Course Content

The course will explore the regulatory framework for supported accommodation and the key responsibilities placed on registered providers, Registered Service Managers, Nominated Individuals and staff. Participants will consider the Quality Standards and what these expectations mean for the organisation and delivery of support to young people.

Attention will be given to how regulatory requirements translate into everyday practice, including safeguarding, protection, support planning, promoting independence, young people’s wishes and feelings, health and wellbeing, positive relationships, accommodation, staffing, workforce development and management oversight.

The course will consider the importance of policies, procedures and records while emphasising that regulatory compliance cannot be demonstrated through documentation alone. Participants will explore how practice, records, conversations with young people and staff, management monitoring and evidence of outcomes collectively demonstrate the quality of the service.

The session will then examine inspection readiness, including how Ofsted approaches supported accommodation inspections, the types of evidence inspectors may explore and how information from different sources can be triangulated when evaluating a service.

Participants will consider how managers can maintain inspection readiness through effective oversight, quality assurance and regular evaluation of practice rather than relying on last-minute preparation. The course will also explore how staff can be supported to understand the regulatory framework and confidently explain their practice and the support they provide to young people.

Practice Application

Throughout the course, participants will be encouraged to connect individual regulatory requirements with what an inspector might reasonably expect to see in practice.

Practical examples will be used to explore questions such as: What does this requirement mean for our service? What should staff be doing? What evidence would demonstrate this? How do we know it is making a difference for young people? Would our records, staff and young people tell a consistent story?

Participants will consider how to identify gaps between policy and practice, strengthen management oversight and ensure that evidence of good practice and young people’s progress can be clearly demonstrated.

The aim is not simply to prepare participants for an inspection visit, but to support services to develop an ongoing approach to regulatory compliance and inspection readiness.

• Understand how Ofsted evaluates supported accommodation services during inspection.
• Identify the different sources of evidence that may contribute to inspection findings.
• Recognise how inspectors may triangulate evidence from records, staff, young people and professional stakeholders.
• Evaluate whether their service can demonstrate compliance through practice rather than documentation alone.
• Identify potential gaps between regulatory expectations, policies and actual practice.
• Strengthen management oversight and quality assurance as part of ongoing inspection readiness.
• Support staff to understand and confidently explain their practice during inspection.
• Develop an ongoing approach to inspection readiness focused on the experiences, progress and outcomes of young people.

Intended Audience

This course is designed for professionals working within or responsible for Ofsted-registered supported accommodation for 16- and 17-year-olds, including Registered Service Managers, Nominated Individuals, providers, service managers, deputy managers, senior practitioners and support staff. It is also relevant to professionals responsible for quality assurance, compliance, service development or preparing supported accommodation services for Ofsted inspection.

Course Facilitator

Miguel Valerio is a Social Worker, trainer, consultant, and regulatory specialist with more than 20 years of professional experience across children’s social care, education, leadership, and service development.

Miguel has extensive operational experience within Supported Accommodation, including working as a Registered Service Manager with responsibility for safeguarding, regulatory compliance, support planning, risk management, workforce development, quality assurance, and service improvement. He has also held wider operational leadership responsibilities across both Supported Accommodation and Children’s Homes and previously worked as a Responsible Individual for Children’s Homes.

His experience includes supporting services through the introduction of the regulatory framework for Supported Accommodation and translating new regulatory requirements into operational systems, policies, workforce practice, and quality assurance arrangements.

Through Social Care Skills, Miguel provides training, consultancy, audits, and regulatory support to Supported Accommodation providers. His approach focuses on making regulation understandable and practical, helping managers and practitioners move beyond knowing what the regulations say to understanding what they mean for the everyday experiences and outcomes of young people.
