Overview

Understanding the Children’s Homes Regulations and Quality Standards is fundamental to operating an effective children’s home, but regulatory knowledge alone is not enough. Managers and staff need to understand what those requirements mean in everyday practice, how they influence the experiences of children and how the home can demonstrate this during Ofsted inspection. This course brings together the regulatory framework for children’s homes with preparation for Ofsted inspection.

Participants will explore the key requirements of the Children’s Homes Regulations and Quality Standards, the responsibilities of providers, Responsible Individuals and Registered Managers, and how regulatory expectations should translate into the day-to-day operation of the home.

The course then connects these requirements directly to inspection readiness, considering how Ofsted gathers and evaluates evidence and how homes can demonstrate that regulatory expectations are embedded in practice, leadership and the experiences and progress of children.

Course Content

The course will explore the regulatory framework governing children’s homes and the key responsibilities placed on registered providers, Responsible Individuals, Registered Managers and staff. Participants will consider the Quality Standards and how these should influence the organisation, management and delivery of care.

Attention will be given to translating regulatory requirements into everyday practice. This will include areas such as children’s wishes and feelings, education, enjoyment and achievement, health and wellbeing, positive relationships, protection of children, care planning, staffing and the leadership and management of the home.

Participants will consider how policies, risk assessments, care plans, records, staff practice, management monitoring and quality assurance contribute to demonstrating compliance. Particular attention will be given to the difference between having appropriate documentation and being able to demonstrate that requirements are consistently embedded in practice.

The course will then explore Ofsted inspection readiness, including how inspections are conducted, the areas inspectors are likely to examine and the different sources of evidence used to understand the experiences and progress of children.

Participants will consider how inspectors triangulate information from children, staff, managers, records, observations, external professionals and other evidence when reaching judgements about the home.

Leadership and management will feature throughout the course, including management oversight, workforce development, monitoring the quality of care, identifying weaknesses, responding to concerns and demonstrating continuous improvement.

Practice Application

Throughout the course, participants will be encouraged to connect regulatory requirements with what they should look like in everyday practice and what evidence would demonstrate that they are being met.

Practical examples will explore questions such as: What does this requirement mean for our home? What should staff be doing? What evidence should we expect to see? How do we know that practice is making a difference? Would children’s experiences, staff discussions and records provide a consistent picture?

Participants will consider how to identify gaps between policies and actual practice, strengthen management oversight and ensure that records demonstrate meaningful interventions, decision-making, progress and outcomes rather than simply recording activity.

The course will also consider practical inspection preparation, including supporting staff to confidently discuss their practice, organising and accessing evidence, responding to inspectors’ questions and requests, and maintaining professional communication throughout the inspection process.

The overall aim is to move away from last-minute inspection preparation towards an approach in which regulatory compliance, evidence and inspection readiness form part of the everyday management of the home.

• Support staff to understand and confidently explain their practice during inspection.
• Maintain an ongoing approach to inspection readiness focused on children’s experiences, progress and outcomes.

Intended Audience

This course is designed for professionals working within or responsible for Ofsted-registered children’s homes, including Registered Managers, Responsible Individuals, providers, Deputy Managers, senior residential childcare practitioners and staff preparing for management responsibilities. It is also relevant to professionals responsible for quality assurance, regulatory compliance, service development or supporting children’s homes to prepare for Ofsted inspection.

Course Facilitator

Miguel Valerio is an experienced social worker, trainer, consultant and children’s social care leader with more than 20 years of professional experience across social care, education and professional development.

His experience within residential children’s care includes operational and strategic leadership roles as Service Manager, Operational Manager and Responsible Individual, with responsibility for the oversight and development of children’s homes and supported accommodation services.

Miguel has direct experience of Ofsted-regulated services, including preparing homes and teams for inspection, supporting Registered Managers, monitoring quality and compliance, developing improvement plans and helping providers understand how regulatory expectations translate into everyday practice.

Through Social Care Skills, Miguel also provides consultancy, audits, mock inspections, registration support and professional development to children’s social care providers.

His training approach combines regulatory understanding with practical operational experience, with a particular emphasis on helping services move beyond simply demonstrating compliance towards evidencing the quality, impact and outcomes of their work with children and young people.
